To avoid entering public holidays through the Vacation feature for each staff member, you can add an ICS file that lists them to the staff member's or the company's settings.
France:

Staff member
Console > Settings > Staff, then select a staff member.
At the bottom of the page, fill in the field named External iCalendar URL with the URL for your country:
Company
Console > Settings > Company, then the Advanced tab.
Click Add a subscription and, as for the staff member, fill in the new field with the ICS link you want.
